VoIP Bill in Philippines
A BILL seeking to classify phone calls made over the Internet separately from conventional voice calls has been filed in Congress.
The classification would allow non-telecommunications firms to offer voice over Internet Protocol (VoIP) services, which cost less than conventional long-distance phone calls, on a commercial basis.
Under Philippine law, only telecommunications firms with a franchise from Congress can carry commercial voice traffic.
Internet Service Providers in the Philippines have been seeking the classification of voIP as a value-added service rather than as voice calls.
Telecommunications firms, however, have opposed this, fearing cheaper voIP technology would allow ISPs to undercut their long-distance revenues.
