VoIP: The future of telephone calls
Analysts believe that eventually most traditional telephone calls will be made over the Internet. Such a change in the telecommunications industry has broad implications:
State and local governments could lose revenue if consumers switch from traditional phone service, which is taxed, to VoIP, which isn’t. There are no legal or technological procedures for tapping Internet calls for surveillance by law enforcement agencies. Emergency calls over VoIP don’t provide the location of the caller as traditional phones do. The Universal Service Fund could be depleted as the traditional phone customers who now pay into the fund move to VoIP. Rates for traditional phone service could rise as its number of customers making monthly payments shrinks. There are no specific rules to ensure the reliability and quality of Internet calls or to protect consumers from fraudulent or abusive marketing practices.
